Mayor Ruul is the mayor of Horon Village in The Legend of Zelda: Oracle of Seasons. He is very passionate about Gasha Seeds, explaining to Link how they work and giving him one upon meeting him, encouraging him to plant it in the soft earth outside his house. In an unlinked game, he is seen with Mrs. Ruul when Din returns to town, and later can be told the Ruul Secret from Mayor Plen's grandmother in Labrynna for a Ring Box upgrade. In a linked game, he is among the crowd rallied by Princess Zelda before she is kidnapped by Twinrova.
