Flash's owner is a minor character in The Legend of Zelda: Oracle of Seasons. He usually appears at the east gate of Horon Village playing fetch with his dog using a red ball, but sometimes appears in other parts of the village during certain events. Early on, he tells Link about the Know-It-All Birds and how to use Ember Seeds. The linked game reveals he has a sister, as he mentions that she is searching for "someone" at a specific point.
