Joanne is the sister of Jolene in The Legend of Zelda: Phantom Hourglass. She resembles Jolene physically, but has darker skin, different makeup, and strawberry blond hair. Similar to Jolene's obsession in dressing and acting like a pirate, Joanne dresses and acts like a mermaid, using an innertube to float. She is first mentioned by the Postman when he accidentally delivers a letter meant for her to Link. Later, she appears at Bannan Island once the Old Wayfarer tells Link about how he wants to meet a mermaid and all the enemies outside are defeated. If Link approaches, she ducks under the water and surfaces on another part of the water. To get her to stop, Link needs to hit her with the boomerang. This angers her, and she demands an apology. After Link does so, he tells her about the Old Wayfarer, and she admits she enjoys sea tales, so she decides to find him. After the Old Wayfarer is spoken to again, it turns out she accidentally first went to Linebeck before finding the right man. She spends the rest of the game in the Old Wayfarer's house in a pool, pretending to be an actual mermaid. Her large appetite prompts the Old Wayfarer to go out sailing in search of food for her, but returns once Link gives him the Wood Heart.

When given her letter, she muses how her sister will probably never catch Linebeck aside from at swordpoint; on a related note, she does not actually seem to know who "the wily man" is, since she did not recognize Linebeck as him at the dock. Linebeck also did not note any resemblance to Jolene when describing her, either, though he only saw her for a moment. Afterwards, she sends a thank-you letter to Link with a ship part.
