Ciela is a fairy who acts as Link's companion in The Legend of Zelda: Phantom Hourglass. While they do not know it at first, Ciela is actually the Spirit of Courage under the Ocean King. Gameplay-wise, she acts primarily as a pointer for the location of the player's stylus. Much like Tatl before her, she also doubles as a speaker for the silent Link. Ciela uses many of the same voice clips as Navi, closely resembles her in artwork, and is even labelled as "Navi" internally, though she uses different colors in-game and has no connection to her in the story.

Link meets her after washing ashore Mercay Island, where she explains that she has no memory of her own past and is taken care of by an old man named Oshus, whom she considers her surrogate grandpa. After borrowing his sword and rescuing Linebeck from the Temple of the Ocean King, the duo and Linebeck set off to find the three legendary spirits, with Ciela hoping to recover her memory. However, after rescuing the supposed Spirit of Courage from Crayk, they notice it looks identical to Ciela but acts completely unresponsive, not even flapping her wings.

When they approach Linebeck's ship, Oshus mysteriously arrives and tells Ciela he has been holding back the truth from her, and that her double is actually a piece of her containing her lost memories. He then uses his staff to merge Ciela and her double, turning her yellow. While she has reobtained her powers and memories, she is so overwhelmed by the large amount of new information that she does not know what to do with it. Oshus tells her she should follow her instincts. She and the other two spirits use their powers to guide the ship through the Northern Sea's fog bank, eventually locating the Ghost Ship.

Once Tetra is found petrified on the Ghost Ship, Oshus appears again and explains his past as the Ocean King, and tells Ciela that after Bellum attacked him, she had split her memories from herself into a clone. He had found the real Ciela washed up on the beach, and did not tell her the truth immediately due to the nearby monsters spawned by Bellum.

Equipping her after leveling her up on Spirit Island allows Link to shoot sword beams at full health; doing so again allows him to regardless of health. Additionally, Ciela carries the hammer when it is used, regardless of which spirit Link has out.

After Link obtains the Phantom Sword, Oshus tells Ciela that some of her memories are yet to be recovered, and that only she can harness the power of the Phantom Hourglass, which was merged with the Sword Blade to created the sword. She still does not remember, and Oshus reveals that along with life force, Bellum can drain memories, which happened to her. As such defeating him will restore her memories.

Once Link has gone through five phases of the fight against Bellum, Bellum regurgitates Ciela's remaining memory. With this, Ciela remembers she is not only the Spirit of Courage, but of Time as well. With her recovered abilities, she can create Phantom Orbs for Link to stop time with, necessary for Link to defeat Bellum and later Bellumbeck.

At the end of the game, Ciela congratulates Linebeck for his sudden bravery in fighting Bellum. The Ocean King then appears, fully restored, and offers a wish to Linebeck. Ciela expects treasure, and when he reveals he simply wants his sunken ship back, she pesters him until he grabs her wings and starts pulling them in anger. The Ocean King reveals they must each return to their own world, and after a bittersweet farewell to Linebeck, she and the other spirits depart with the Ocean King. She tells Link she would rather stay with him, but because of her duty as a spirit she must leave him. Link slowly reaches out to hold her, with her vanishing at the last moment.
